What is the LSCB?
Torfaen LSCB was established on 2nd February 1998, taking over from the Gwent LSCB as a consequence of Local Government Reorganization.
Membership is made up of senior representatives of Torfaen County Borough Councils Social Services, Education, Legal, Housing, Youth Offending Team; Gwent Health Authority; Gwent Healthcare Trust; Heddlu Gwent Police; Gwent Probation Service and the NSPCC (click here to view membership).
The LSCB is the reorganised joint forum for developing, maintaining and reviewing child protection policies and practice within Torfaen to ensure good outcomes for children. It is anticipated that the ACPC will be replaced by a Local Safeguarding Children Board in October 2006 in accordance with the implementation of the Children Act 2004.

Responsibilities of the ACPC
It is responsible for agreeing the policies and procedures each agency will use when making enquiries about children who may be at risk of harm and when making plans to protect them.
(During 2002 the Committee implemented the All Wales Procedures for child protection working and reviewed and published a new local protocols book for all practitioners.)
It is important that the ACPC regularly reviews policies and procedures to reflect developing best practice and ensure their continuing effectiveness. (Click here for more information about the further responsibilities of Torfaen ACPC)
